HHO gas is produced by the electrolysis process.

HHO TORCH
An HHO torch burns hydrogen (the fuel) with oxygen (the oxidizer). It is used for cutting and welding metals, glass, and thermoplastics. An HHO torch is used in the glass industry for "fire polishing", or slightly melting the surface of glass to remove scratches and dullness. Due to competition from the acetylene-fueled cutting torch and from arc welding, the HHO torch is seldom used today, but it remains the preferred cutting tool in some niche applications called HHO welding and cutting.
A "water torch" is a portable HHO torch that combines a DC power supply and an electrolytic cell with a pressure gauge and flashback arrestor. Water is decomposed on-demand into HHO, aleviating the need for separate hydrogen and oxygen tanks. The original was designed in 1962 by William Rhodes and Raymond Henes of the Henes Manufacturing Co. (now Arizona Hydrogen Manufacturing, Inc.) and marketed under the trade mark "Water Welder". A hypodermic needle was originally used for the HHO torch tip.

This hydrogen powered car is a little deferent. Unlike the videos above which show different vehicles running on pure HHO, this one runs only on hydrogen. Although an electrolysis process is used to split the H2O into HHO the hydrogen and oxygen are then separated. From this point the Oxygen is released into the atmosphere and the hydrogen is compressed into a tank. This compressed hydrogen is injected into the Toyota and ran only on hydrogen.
Stanley Meyer went on to work with NASA to try to power their shuttles with Hydrogen pulled from water (HHO). He had complete access to their restricted propulsion department. He also got a grant from our government to work with our military to modify a tank to run on water (HHO) or gas at any time. Unfortunately before this project ever got started he passed away suddenly from an aneurism.
The HHO video below is a poor quality video but it is very informative. Filipino inventor Daniel Dingel took this HHO powered car to the Filipino president. At first the president said HHO is the miracle we have been waiting for, then two weeks later told Mr. Dingel that at this time the government cannot help with HHO technology because this is free technology and will eliminate the governments main income. HHO technology is our alternative to oil.
HHO Information
HHO technology and its uses are not new. HHO gas is the product of electrolysis on H2O or pure water. Two individual hydrogen atoms and one oxygen atom. The actual chemical composition is H2 H2 O2. As each water molecule consists of two hydrogen and one oxygen atom two water molecules are required to complete the formula. The O1 from the first atom is an unstable free radical which reacts with the second oxygen atom from molecule two to form dioxygen, O2. The most common name of HHO gas is oxyhydrogen. (sometimes referred to as dihydrogen monoxide)
Electrolysis: 2 H2O → 2 H2 + O2
This flammable gas fuels everything, from cutting torches to automobiles and can be produced with an efficient electrolytic cell.
HHO Dry Cell
HHO dry cells lead the way in water fuel technology. Although submerged HHO wet cells had their day and were valuable for experiments they are no longer cutting edge technology. HHO dry cells run much cooler and more efficient.
So what is the difference between HHO dry cells and HHO wet cells? The main difference is HHO wet cells are completely submerged all the time where as the water in HHO dry cells is held in a reservoir/bubblier above the cell. This allows the water to circulate through the HHO dry cell and back to the reservoir. This acts like a radiator, cooling the water before it returns to the HHO dry cell. Not only does this make your HHO dry cell run cooler but running cooler allows your HHO dry cell to be much more efficient. This technology along with a three step process we run our steel through for optimal HHO production is what allows us to lead the way in HHO technology. There is not one HHO cell on the market today this size or smaller that will produce this much HHO as quickly as we do. All our Liters Per Minute test we do with our HHO dry cells are all done from a cold start with reasonable amperage. We do this to provide the most accurate HHO test possible.
Since we have released our HHO dry cell many people have copied our design and also modified it. Before releasing our HHO dry cell we performed thousands of test and found our 9 plate design to be the most productive and most efficient. Function:
When HHO is ingested by an engine, the HHO burns as a self-contained fuel, supplementing and replacing a certain amount of gasoline.
Parts:
A simple HHO dry cell system is comprised of nothing more than an HHO dry cell and the requisite plumbing. The HHO dry cell contains a stack of metal plates (with every other one connected to a positive or negative battery source) submerged in water. As electricity tries to bridge the small gap between those plates, it must pass through the water and break its molecules, producing HHO. The HHO passes through a tube connected to the engine intake, where it's siphoned off by engine vacuum.
Opposition:
Science says HHO dry cells should not work. Science also says a bumble bee cannot fly. Gasoline provides the power to produce the electricity needed by the HHO dry cell. Because the HHO gas produced by the cell doesn't contain as much energy as the gasoline used to make it, HHO opponents claim there is physically no way for them to increase fuel mileage. On paper, HHO opponents are absolutely right; the math just doesn't add up. I am not one to take someone at their word. I am a test and see kind of guy and when I tested I saw!
Explanation:
While the HHO dry cells effectiveness is proven in many applications, its proponents are faced with the sticky question of how you can get more energy from a fuel than you put into it. One explanation is that alternators make an excess of power, and that the generator only utilizes what's wasted, but there are two better ones. The first is that because HHO gas is simpler in construction than the gasoline molecule, it burns faster and acts as a catalyst to ignite the gasoline sooner and more completely. Another is that the mixture's pure oxygen content allows more of the gasoline to burn, which also increases efficiency. HHO also combusts at a higher rate than gasoline so HHO allows you to use more of your fuel. A combination of extra energy being on vehicles and the fact that on average vehicles are only 66% efficient make HHO a perfect fuel assist.
The bottom line is HHO is combustible. What is the one thing you need in a fuel? COMBUSTION!
There are a lot of myths floating around about HHO (hydrogen-hydrogen-oxygen) dry cells, but the biggest myth of all is that they don't work.
